Held a meeting prior to the launch of the European Project ENPI CBC MED (26/11/2010)

MORATALLA CITY COUNCIL, WITH THE MINISTRY OF AGRICULTURE OF LEBANON AND VARIOUS INSTITUTIONS OF EGYPT, GREECE, TUNISIA, PALESTINE, FRANCE AND ITALY, TO PARTICIPATE IN THE "VILLAGES" FUNDED BY THE EUROPEAN UNION.

Mr. Michel Dubost, Director of the CENTER FOR INTERNATIONAL DEVELOPMENT COUNTRY SKIING (ICALP), the organization based on Corsica (France) led the Villages project, the Mayor and Council of Tourism and Interior as well as technical staff of the City of Moratalla , have held a meeting to discuss strategies and highlights of this project, budgeted, funded by 90% by the ENPI program amounts to more than € 1,690,000, being about € 170,000 the amount allocated to Moratalla.

Have been more than 500 projects presented to the conference, of which only 32 have been shortlisted, including the Villages Project, which is part of the City of Moratalla.

It is expected that by the middle of next January, the EU finally approved these projects.

This meeting, held on 24 November, is the first pre-release of "Villages", which, under the European Neighbourhood Policy, and funded through the ENPI (European Neighbourhood and Partnership), developed during the next three years a series of measures, methodologies and pilot projects focused on the transfer of best practices for sustainable development of local communities in disadvantaged rural areas on both shores of the Mediterranean.

Mr. Dubost expressed his satisfaction with the meeting and participation in the project VILLAGES Moratalla, and was the great appreciation that the other partners in the project have shown for the contribution that is made from Moratalla, since the incorporation of heritage and cultural values as driving elements for the development of a municipality within the tourism sector, is highly attractive.

Within the project, the City of Moratalla is responsible, along with Juhoud Association of Palestine, in the management of exchange activities.

The City Council, and to promote local action plan focused on the development of the tourism sector as an economic engine of the municipality, provide expertise and experience in the areas of the south shore of the Mediterranean.

With a strong participatory nature, and with the involvement, collaboration and participation in decision-making among local communities (citizens, institutions, associations, etc.) And Public Administration, the project aims to develop the concept of "governance" local by implementing a series of actions and pilot projects ranging from improving the status and visibility of women in society, the creation of new administrative structures of the territory, through rehabilitation of rural heritage, improving traditional production systems or the integration of ICT in the management of tourism products, among others.

In this context of improving governance and local governance in rural communities of the Mediterranean, Moratalla be conducted technical workshops for the exchange of information and analysis, and the second major technical meeting with the theme "local governance systems development of peoples "as a backdrop to the debate.

Moratalla City Council, as a partner in this project not only expected to contribute actively to achieving the goals set by the European Neighbourhood Policy for the development, progress and integration of regions on the southern shore of the Mediterranean, but also local progress and development of Moratalla through learning and mutual understanding of our neighbors on both sides, increasing in turn the economic and social growth of Moratalla, and their commitment and visibility within the European Union.

Moratalla City Council participates in Villages as an equal partner, and the rest of the partnership consist of the following institutions and organizations from different regions of North and South of the Mediterranean:

ICALP (International Centre for Alpine Development), located in Corsica (France), which is the project leader.

The Ministry of Agriculture of Lebanon.

Juhoud: Community & Rural Development, of Palestine, which promotes economic and social development of Palestinian communities.

The Agency Laor, instrument operating in the region of Sardinia in various sectors such as agriculture and rural development, by Italy.

The Association for Promotion of Employment and Habitat of Tunisia.

The Regional Centre for Information Technology and Computer Engineering, RITSEC, Egypt.

Local Union of Municipalities and Communities of the Prefecture of Chios, Greece.

With the ultimate goal of creating a network and exchange of knowledge and experience that extends over time and be able to involve other regions beyond its completion, the project VILLAGES, seeks, in the framework of the Policy European Neighbourhood goals such as:

Promote the exchange and transfer of information, policies, methodologies and best practices North-South and South-South as well as communication, awareness and responsibility of the populations to their future, through dialogue and citizen participation .

Develop local communities with tools for improving local governance and local development strategies.

To test an innovative method of cooperation in the Mediterranean, called "Countryside Exchange", in order to adapt to this context as an effective tool of knowledge transfer.

Stimulate local sustainable development based on cultural heritage as a generator shaft of a new socio-economic dynamics.
